The Rev. Dr. Samuel J. Quire, Jr., currently serves as the Resident Bishop of the Liberia Annual Conference within The United Methodist Church. He was born on September 5, 1959, to the esteemed union of Mr. Samuel J. Quire, Sr., and Madam Lucy N. Keah in the municipality of Garraway, Grand Kru County. His early childhood education began at the A. E. Hall United Methodist Elementary School in Garraway.
At the tender age of eight, tragedy struck the family when he lost his father, but this did not deter him from pursuing his education. In 1969, he moved to Monrovia to live with his foster brother, the late Mr. Christian N. Allison, Sr. There, he continued his studies, enrolling at the C. D. B. King Elementary School in 1970, where he completed the third grade. He later attended the G. W. Gibson Elementary School, completing the sixth grade. His educational journey then took him to the Matilda New Port Junior High School, where he successfully completed the ninth grade. Subsequently, he matriculated to the William V. S. Tubman High School, successfully completing the twelfth grade.
Upon completing high school, the young Samuel Quire faced a period of self-reflection regarding his life’s direction. It was during this time that he had a profound personal encounter with Christ Jesus and wholeheartedly dedicated himself to the call of God upon his life.
In 1984, he enrolled at the Gbarnga School of Theology, where he pursued his studies in General Theology and received his diploma in 1987. The same year, he was ordained as a deacon in The United Methodist Church and began serving as an intern pastor at the Jasper Grant Memorial United Methodist Church in the Cape Palmas District. In 1988, he was appointed as the pastor-in-charge of the same church, a role he fulfilled until 1990. In 1990, he was set to continue his studies, but unfortunately, the civil war in Liberia disrupted those plans. Despite the challenges, he persevered and eventually earned a Bachelor’s degree in Theology in 1997.
Determined to further his theological education, he received a grant scholarship in 2009 to study in Lagos, Nigeria. There, he attended the West Africa Theological Seminary and earned a Master of Divinity degree (MDIV) in 2013. His commitment to learning and his contributions to the church community did not go unnoticed, as he was honored with an honorary Doctorate of Philosophy degree in Theology (Ph.D.) from the United Methodist University in 2016.
Throughout his ministry, Bishop Samuel J. Quire, Jr., has held various pastoral and administrative roles in the Annual Conference. In 1993 he was ordained as an elder in full connection (E.I.F.C.) in the United Methodist Church. As an ordained clergy person, he served at the following congregations:
- Cape Palmas District: Jasper Grant Memorial UMC (1987-1990)
- Monrovia District: First UMC: 1991-1992 (Associate Pastor)
- Ebenezer UMC, Monrovia (1993-2000 Senior Pastor)
In addition to his pastoral responsibilities, he contributed significantly to the Annual Conference in various capacities:
- 1991-1995: Chaplain, College of West Africa
- 1995-2000: Vice President, Student Affairs, College of West Africa
- 1991-2000: Associate Conference Secretary LAC/UMC
- 2001-2008: Conference Secretary LAC/UMC
- 2000-2008: Director, Bishop Judith Craig Children’s Village
Bishop Quire’s exemplary leadership qualities and dedication to the Church led to his nomination and subsequent election as a bishop at the 183rd Session of the Liberia Annual Conference. He was consecrated on December 18, 2016, in Cote d’Ivoire, and was officially inducted as the fifth Liberian bishop of the Liberia Annual Conference of The United Methodist Church on December 31, 2016. In this role, he took over the mantle of leadership from Retired Bishop John G. Innis.
Beyond his ministerial duties, Bishop Samuel J. Quire, Jr., finds strength and support in his loving marriage to Mrs. Richlain K. Quire, his devoted wife of over 30 consecutive years. Their union has been blessed with several children.
